从理论层面分析嵌入式治理的内涵要素、嵌入关系与嵌入机制，同时借助S省T市两个社会组织的案例从实证角度分析社区体育嵌入式治理模式的运作机制。研究指出：嵌入式治理模式实现了社区体育治理中社区、街道、社会组织与居民之间的协同配合与多方共赢。社会组织因与社区体育原有治理主体的不同利益关联而分为合作式、竞争式和依附式3种嵌入关系。社会组织通过信任机制、行动机制和能力机制将服务内容策略性地予以实施，最终实现了提高服务质量、激发社区活力、再造社会资本和增强政治认同等多重社区体育治理效果。

Based on the methods of literature and fifield investigation，this paper analyzes the connotation elements，embedding relationship and mechanism of embedded governance from the theoretical level. At the same time，it empirically analyzes the operation mechanism of embedded governance model of community sports with the help of the cases of two social organizations in T city. The research shows that the embedded governance model realizes the collaborative cooperation and win-win situation among communities，street offifices，social organizations and residents in community sports governance. Social organizations can be divided into three types of embedded relationships： cooperative，competitive and dependent ones，due to their different interest associations with the original governing bodies of community sports. Through trust mechanism，action mechanism and ability mechanism，social organizations implement service contents strategically，and fifinally realize multiple community sports governance effects，such as improving service quality，stimulating community vitality，reconstructing social capital and enhancing political identity.
