Due to the inherent characteristics of competitiveness and championship, the notion of“the winner takes it all” is more deeply ingrained and normalized in physical education compared to other disciplines. This is the underlying reason for the pronounced“80-20 distribution” across various domains of school physical education. This study focuses on the“80- 20 distribution” in different areas of school physical education. Starting from the implementation of the“inclusivity” concept in physical education, it examines the issues of“inclusivity” in five domains: physical education curriculum teaching, enhancement of students’ physical fitness, extracurricular sports activities, class sports competitions, and school sports meets. The study discusses strategies and methods to achieve“inclusivity” across all domains of school physical education. In the domain of physical education curriculum teaching, it is necessary to establish the concept of“three dimensions of inclusivity” and create a new system of three types of physical education courses—” general education + elective courses + training”—to promote all students’“learning to master” sports skills. In the domain of enhancing students’ physical fitness, it is essential to delve into new methods of advancing the“Three Precision Strategies in fitness enhancement” to significantly and broadly improve the physical health of all students. In the domain of extracurricular sports activities, active efforts should be made to expand and manage the content and venues of long and short recess and after-school sports activities to encourage“frequent practice” among all students. In the domain of class sports leagues,new methods of various“all-inclusive class sports leagues” should be promoted to foster“regular participation in competitions” among all students. In the domain of school sports meets, the new method system of“all-inclusive sports meets” should be widely popularized to completely break the old model of school sports meets where“a few are running while the majority are sunbathing.”
